Here were the main terms of the October Manifesto:
- Legal personal protection, freedom of speech, conscience, assembly, and association
- Representation through the Duma for class previously without voting rights
- The Tsar could only pass laws if the Duma approved
Events following the October Manifesto
- Widespread revolt ended after the October Manifesto
- Some were content with the reforms (liberal groups) while others thought that there needed to be more change (eg. St. Petersburg Soviet)
- The St. Petersburg Soviet publicly declared their discontent with the plan
- Those who were not content were oppressed
- The executive committee of the St. Petersburg Soviet (including Trotsky) were arrested
- Nicholas II regained his power slowly
